Big Oil negotiates with government to keep prices low and regulations at a minimum; they pay them to overlook all the nasty externalities associated with a petroleum-fueled, automobile-dependent transportation system. Public transit would decrease petroleum demand and lower prices, but that would cut into Big Oil profits, and we couldn't have that! The job of government is to protect the people, and sometimes, you have to protect the people from the unfettered greed of transnational corporations; otherwise, you're left with rule by profit instead of rule by law, and I don't know about you, but I'd much rather live in a society ruled by law.
