Actually, it’s the other way around: robbers have found out that robbing violently is too costly, tedious, and often dangerous, so they have settled down and started exacting “protection” money. Since then, they have only been improving their rhetoric, but the basis of their conduct remains the same: pay or suffer.

Governments have no economic, ethical or lawful justification – they are simply the biggest band of robbers on a given territory.
