		<description>Re: your 3rd paragraph from end.  It would be unusual to use a preamble to a document creating something, and explaining the purpose of the thing being created, to state that you were constraining something that previously did not exist.  If you and I were to draw up a contract expressing our mutual rights and obligations, it would be unlikely that we would also, in the preamble to that contract, express that the purpose of the contract is to limit our mutual rights.  Such a limiting statement would probably be made at the end, where, as in the 10th amendment, it is stated that no rights beyond those expressly stated are granted.</description>
