		<description>I hold that the division between territorial and compulsory government, however limited otherwise, and exterritorially autonomous communities of volunteers only, all doing only their own things, at the own expense and risk, is even larger and more fundamental. For voluntary victims the present governments could be even larger and more powerful than they are now, without doing THEM any wrong, as long as they are free to opt out.</description>
