This article is a rather mundane review of a history to which many books have been devoted. It adds nothing new until the author makes the extraordinary claim that Roosevelt knew of the coming attack on Pearl Harbor and intentionally failed to warn the military commanders. That is poppycock. If he has evidence for this statement he should publish it.

[...] When Franklin D. Roosevelt became president in 1933, the U.S. government fell under the control of a man who disliked the Japanese and harbored a romantic affection for the Chinese because, some writers have speculated, Roosevelt’s ancestors had made money in the China trade. 1 Roosevelt also disliked the Germans (and of course Adolf Hitler), and he tended to favor the British in his personal relations and in world affairs. He did not pay much attention to foreign policy, however, until his New Deal began to peter out in 1937. Afterward, he relied heavily on foreign policy to fulfill his political ambitions, including his desire for reelection to an unprecedented third term. When Germany began to rearm and to seek Lebensraum aggressively in the late 1930s, the Roosevelt administration cooperated closely with the British and the French in measures to oppose German expansion.
While I agree that we tended to believe that we are always right and always have good intentions and outcomes, and that we are sometimes blind to the truth of history - I do not agree that the U.S. had intentionally provoked Japan into war. Economic sanctions were put into place because Japan violated a treaty regarding the size of the navy and types of ships that were to be built. Also, the atrocities committed by the Japanese in China were atrocious to say the least (I am not sure this was known at the time). I do agree that people tend to have a quasi-messianic view of FDR and are incorrect. I also do not doubt that there may have been some prejudice against the Japanese.

I do think FDR wanted to enter the war. However, to imply that he was willing to allow thousands of U.S. servicemen to die at Pearl Harbor in order to enter the war is un-thinkable. Japan declared war on the U.S. that very morning (in Washington)and because of a mis-hap in the decoding of their coded messages and in delivery of this message (was not marked urgent) to Hawaii, it arrived after the attack. It gave no time for Pearl Harbor to properly defend itself. There are opinions on both sides of this argument and ALL facts must be considered before making such strong opinions.

The fact that most Americans embrace the idea of "American Exceptionalism" - i.e. that America is always right and always has good intentions and outcomes - blinds them to the truth of history. Not only do we see it here with Higgs' article, but we see it with the history of the Great Depression and the quasi-messianic view of FDR as a political, economic, and military savior. I appreciate the fact that thinkers like Higgs and Burton Folsom (read his "New Deal or Raw Deal") are willing to stick their necks out for the truth. What other historic truths are we blinded to because of "America can do no wrong" propaganda???

I was born in 1948...and find it almost unbelievable that this is what precipated Japans assault on Pearl Harbor. That Roosevlt and his administration could have let the military in Hawaii know of an impending & expected attack is an abomination and should be made known NOW...and inserted into our History education...NOW
