In the US, we say the economy is good when on balance more people are getting what they want (or moving strongly in that direction), and bad when more people aren’t.

I guess we can talk about robbing Peter to pay Paul all we want, but as long as people think they’re Paul, to many will go along with it, call it a good idea, and laud the ‘compassion.’
