I am of the opinion that too many times licensing authorities are made up of industry people, that is to say, such authorities need to be predominently private citizens with no connection to the industry being regulated. While such commissions need expertise, it can be in the form of a minority inclusion on the board and the hiring of such expertise. In this way, it is likely that policies that exclude qualified individuals will be overridden thus minimizing industry attempts to exclude competition. The problem with these boards is that they are often too cozy with the industry.</description>
