So let me get this straight. The author is blaming the largest economic downturn since the Great Depression on a 32 year-old affirmative action law in banking and a 3% decline in interest rates after 9/11.

You haven&#039;t read the book, obviously.  Woods blames the collapse on the Fed policies that create the bubbles.  This time it happened to be in the real estate market.  Previous ones have been the dot com boom and the latin american debt bubbles.
