Government as Predator

From an AP analysis of the House healthcare “reform” bill:

[In 2013:] A government-sponsored plan is among the options available through the [government-created insurance] exchange, with premiums estimated 10 percent lower than private coverage. [Emphasis added.]

Will the government be able to undercharge its “competition” because of superior efficiency or because it has the taxpayers to fall back on? Isn’t that what they call “predatory pricing”?
